Decision Making

The Horizons Council
All members of the Horizons community have the right and the privilege to be part of the decision-making process at Council meetings. Horizons Council consists of any and all members of the Horizons community who attend council meetings. Council meetings are held once a month, with the exception of June and December. These meeting are co-chaired by the lead teacher and the Parent Co-Chair. Council agendas are published prior to the meeting in Skylines so that all will have advance knowledge of the topics that will be discussed. All decisions made at Council meetings are made by "concordance," or total agreement to support the outcome. If concordance is not reached by those present at the meeting, the Council Board will be responsible for making a decision using the same concordance method. The Council Board consists of four elected parent members and six elected teachers, who must have been part of the Horizons community for at least three previous years. All decisions made by the Council or Council Board are final. It is the goal of the Horizons Council for parents to attend at least one meeting during the school year.

Council Board Members
The 2007-08 Council Board is co-chaired by Sonny Zinn and John Seebohm. The Teacher Board is comprised of: Sally Warren, Karen Burgess, Jim Freund, Julie Cohen, Sonny Zinn and Nel Woller. The Parent Board includes John Seebohm, Ralph Milliff and Rosemary Mcknight, with an opening to be filled at the August Council meeting.

District Accountability Committee (DAC)
One parent represents Horizons at the DAC meeting each month. This Boulder Valley School District Committee discusses school policy and makes recommendations directly to the Board of Education. There are several subcommittees of DAC, such as Budget, Schools of Choice, and School Climate. The Horizons Council votes to confirm the parent’s participation on DAC for a two-year term. An update on the meeting is given at each Council meeting.

District Parent Council
One parent from the Horizons Council is elected to the District Parent Council, which meets once a month. This group focuses more on inner-school activities and curriculum. An update on the meeting is given at each Council meeting.
